Does The London Underground Have Punctuality Targets?

Most train companies do – a commitment to be on time x% or the average delay etc. Does the Underground? Because I get the District line every day and I swear it must be delayed to some extent more than half of the time, if not more.
A bonus question is: Which is the worst London Underground line?!

    I would say the Northern Line is the slowest but for puntuality targets – try looking on the TfL website as they should all be published on there.
